Electric-vehicle energy reserve check for the actual scheduled legs. Sum caller energy_wh per leg including return, compare with available_energy_wh minus reserve_energy_wh; no battery measurement or charging plan. Uses the paid-qualified existing VRP planner unchanged, then checks this business rule against the actual proposed route. A rule violation yields dispatch_ready=false, never an assertion that the extra constraint was optimized.
