Look up a phone number prefix: country, line type and original network, with ambiguity (Tanod)

Overview

What a phone-number prefix says before the rest of the number is known: country and region, country calling code, line type, original network (carrier), time zones and the normalized E.164 prefix. The prefix may be written as 0917, 917, +63917, 0063917 or 63917. The metadata is probed by extending the prefix with digits and padding it to every valid length, so `ambiguous: true` with `candidates` {carrier, type, share} comes back when the prefix spans several networks or types
