A real, named human reviews the action and signs a verifiable DYOE Trust Receipt. Every other agent-trust endpoint returns an algorithm score; this is a person signing off, with their name on it, for the calls where being wrong is expensive. Returns a task id - poll /api/task?id= until the signed receipt is issued, then verify the signature against /authority. Input: ?action=&counterparty=&amount=
